Scott Payne is the Executive Director and CEO of TPS. He received his BBA in Finance from Texas Tech University and began his career in risk management in 1987 as an adjuster with Texas Employers Insurance Association (TEIA) in Abilene, Texas. In 1991 he entered the field of public entity risk management as the Safety/Claims Administrator for the City of Abilene and became the Risk Manager there in 1994. Scott left Abilene in 2003 to take the job of Risk Manager for the City of Denton. In 2019 Scott went to work for McGriff, Seibels, and Williams as an Account Executive helping to manage the company’s National Public Entity Practice Group.

Scott served on the Board of Trustees for TPS from 1994 through 2019, including 17 years as Chairman.
